James Kurkoske retired as a Lieutenant from the Rialto Police Department after 27 years of service, during which he worked in a wide variety of assignments from patrol to administration. As a sergeant for 14 years, and later working as a Lieutenant, James investigated numerous internal and external personnel complaints and conducted several complex Internal Affairs investigations.

While at the Rialto Police Department, James spent many years in the specialized investigations division working as a gang detective, a major crimes detective and as a narcotics task force sergeant/ investigator. While in this capacity, James and his team were awarded the CNOA (California Narcotics Officer Association) Street Case of the Year for a large scale successful narcotics investigation. James also worked in the department’s traffic division, overseeing major accident investigations as well as managing and serving on the Major Accident Investigation Team (MAIT).

Since 2016, James has worked as a private investigator and primarily as a background investigator for several local municipalities. He is a P.O.S.T. (Peace Officer Standards and Training) certified  and trained background investigator who has conducted backgrounds for civilian volunteers, records clerks, dispatchers, police officers, firefighters, city managers, and corporate executives. Kurk Investigative Group is proudly a member of the California Licensed Private Investigators Association as well as the California Background Investigators Association, and as such, maintains currency with industry standards and law changes as they occur. 


James received a Bachelor of Science degree from Cal State Long Beach and a Master’s degree in Criminal Justice from California Coast University. He is a graduate of the Supervisory Leadership Institute (SLI), POST Management School, Role of the Police Chief, and has attended many different leadership and command level classes. James has also taught Criminal Justice as an adjunct instructor and has presented at many different professional conferences, and private institutions on Active Shooter/ Work Place Violence, Tactical Commander, and other tactical related courses. He is a POST certified background investigator and has worked as such for many police, fire, and government agencies. 


In 2016, James was appointed by the Mayor and City Council of Riverside, to the Community Police Review Commission (CPRC), where he is a commissioner overseeing police complaints and investigations related to officer involved deaths of citizens. In addition, he sits on the board of directors for the Magnolia Center Little League and is an active member of the Grove Community Church.
